W. Mark Clark, MSW, ACSW - President and Chief Executive Officer
wm_clarkW. Mark Clark, MSW, ACSW, is President and Chief Executive Officer of CODAC Behavioral Health Services of Pima County, Inc., a position he has held since May of 1999. CODAC is one of Arizona’s oldest and most respected behavioral health prevention and treatment organizations, serving more than 12,000 individuals and families each year at nine locations in the community. Mr. Clark is responsible for a staff of 325 and an annual budget of more than $32 million. Prior to his current position, Mr. Clark served as President of the Compass Health Care Foundation, Inc, the development, communications, and prevention arm of Compass Health Care, Inc. Compass Health Care was formed in October of 1997 by the merger of Gateway, Inc. and the Tucson Council on Alcoholism and Drug Dependence, Inc. of which Mr. Clark was the Executive Director at time of the merger.

From September 1991 until January 1997 Mr. Clark served as President and Chief Executive Officer of Travelers Aid International, the Washington, DC-based national association of Travelers Aid Societies. While in that position, Mr. Clark provided national leadership for one of America’s oldest social welfare movements with more than 50 local affiliates throughout the United States. Prior to his position with Travelers Aid International, Mr. Clark served as President and CEO of the Travelers Aid Society of Tucson.

Mr. Clark is active in a number of organizations and professional societies. He is past Chair of the Arizona Council of Human Service Providers, Arizona’s largest association of behavioral health and child welfare service agencies. He is also Past-Moderator of the Southwest Conference, United Church of Christ, and Past-President of the Arizona Chapter of the National Association of Social Workers. He is a founding member of the City of Tucson/Pima County Commission on Substance Abuse Prevention and Treatment.

Mr. Clark is a 2002 Fellow of the Center for Social Innovation at Stanford University’s Graduate School of Business. In 1996, he received an Outstanding Alumni Award from the College of Social and Behavioral Sciences, Northern Arizona University.

Mr. Clark holds a Masters in Social Work from Arizona State University and an undergraduate degree in Psychology from Northern Arizona University. He has served as a Faculty Associate and is a Field Instructor of the ASU School of Social Work. He has also served on the Associate Faculty of Pima Community College.


Laura J. Kolb - Vice President for Business Operations
l_kolbLaura J. Kolb is Vice President for Business Operations at CODAC, a position she has held since May 2001. Ms. Kolb is responsible for strategic planning, development and execution within CODAC's business operations. She oversees the agency's finances, information and technology, billing and contracts administration, human resources, facilities management membership and front and back office operations.

Prior to joining CODAC, Ms. Kolb held various business leadership positions in the private sectors including a dental management service organization, international manufacturing, homebuilding and other professional services.

Ms. Kolb has a Bachelor of Science degree in Business Administration with a double major in Management Information Systems and Accounting from the Eller College of Management at The University of Arizona in Tucson.


Steve Bupp, MD - Medical Director
In addition to being the Medical Director at CODAC, Steve Bupp, MD has his own private practice and is Staff Psychiatrist at Arizona Biodyne and Chief Executive Officer of Southwest Biomedical Research Foundation, and holds many other professional affiliations. He earned his MD from the University of Kansas and his undergraduate degree from Wichita State University. Dr. Bupp is responsible for the medical care of all CODAC members and oversight of delivery of all services. He began working for CODAC in October of 1995.


Dona Rivera-Gulko, MS - Vice President for Adult Network Services 
d_rivera_gulkoDona Rivera-Gulko holds a Master's of Science degree from DePaul University in Chicago and a Bachelor of Science from Western Michigan University in Kalamazoo, Michigan and has an extensive history in behavioral health, including prior employment at the Community Partnership of Southern Arizona. Ms. Rivera-Gulko supervises the three Adult Integrated Service Sites and the nursing department. She began working for CODAC in January of 2004.


Nora Navarro-Hernandez, MA - Vice President of Performance Improvement and Planning; Corporate Compliance Officer  
n_navarro_hernandezNora Navarro-Hernandez has a Master’s degree in Counseling Psychology from Illinois State University and a Bachelor’s Degree in Psychology from the University of Illinois at Urbana-Champaign. She has an extensive background in behavioral health and specifically with providing services to the Latino population in Chicago. She is responsible for oversight of the Performance Improvement and Planning Department at CODAC including: Quality Management, Training, Data Validation and Customer Service/Diversity at CODAC. Ms. Navarro-Hernandez has been employed with CODAC since 2005.


Aimee Graves, MA - Senior Director of Child and Family Services
a_gravesAimee Graves has a Master’s degree in International Administration from the School for International Training in Brattleboro, Vermont and two undergraduate degrees from the University of Georgia (Speech Communication and Spanish). Aimee has an extensive background in prevention and in working with at-risk populations. She is responsible for oversight of Community Based Services, Children and Adolescent Services, and Healthy Families. Ms. Graves was employed with CODAC from 1993 to 1995 and returned to CODAC in 1996.


Kristine Welter - Director of Development and Marketing
k_welterKristine Welter was Coordinator of Community and Public Relations at CODAC from 2003 to 2006, and returned in late 2009 as Director of Development and Marketing. She has eight years of experience in marketing, communications, public relations and development. Prior to returning to CODAC, Ms. Welter was the Communications Officer at the Community Foundation for Southern Arizona. She has a Bachelor of Arts degree from Whittier College in Whittier, CA.
