
Alex Fernandez, MEd, LIAC
Vice President of Substance Use Treatment Operations
Alex Fernandez, M.Ed., LIAC brings over three decades of compassionate leadership and lived experience to her role as Vice President of Substance Use Treatment Operations at CODAC Health, Recovery & Wellness.
At CODAC, Alex oversees several key programs including the Medications for Opioid Use Disorders (MOUD) Program, Men’s Recovery Services, the Criminal Justice team, and the Connie Hillman Family Foundation House, a transitional living program for pregnant and parenting women. She works closely with the Tucson Police Department to implement the TPD Deflection Program and collaborates with system partners such as the Department of Child Safety (DCS), probation services, and Tucson Medical Center (TMC) to expand access to care and promote recovery in Pima County and beyond.
Throughout her career, Alex has worked with both adolescents and adults across a wide range of settings. She has held leadership roles at respected organizations including Intermountain Centers for Human Development, A Place to Call Home, Catholic Community Services/St. Elizabeth’s Health Center.
Prior to joining CODAC, Alex served as Director of Network Management at the Community Partnership of Southern Arizona (CPSA), where she gained extensive expertise in managed care and behavioral health systems and was immersed in the complexities of provider contracting, service integration, and system-level coordination. Her work at CPSA laid a strong foundation for her leadership in trauma-informed, recovery-oriented care across Southern Arizona.
Alex’s journey into behavioral health began in 1992, following the unexpected loss of her older brother. His struggles with mental illness and substance use inspired Alex to change career paths and dedicate herself to understanding behavioral health challenges and supporting others navigating similar experiences.
Alex received her Masters of Education in Counseling and Human Services from Northern Arizona University and is a Licensed Independent Addiction Counselor (LIAC).
